Biographical Information

Mr. Silkman is a professional license defense attorney in Maryland.  As both an attorney and a healthcare provider, he focuses his practice on assisting individual healthcare providers with licensing board issues, licensing reinstatement, credentialing, privileging, and complex litigation matters.  He has handled hundreds of board cases and has an excellent reputation before the boards.
Mr. Silkman began his legal career working as a medical malpractice defense attorney at a prestigious law firm in Baltimore, Maryland.  He was entrusted with multi-million dollar litigation involving some of the largest healthcare providers and provider networks in Maryland.
Mr. Silkman graduated from Messiah College and Yale University with honors, and went on to earn his law degree from the University of Maryland School of Law.

Verdicts & Settlements

Successfully appealed a licensing board’s violation of a social worker’s procedural due process rights under the 5th and 14th Amendments to the U.S Constitution, and Article 21 of the Maryland Declaration of Rights.

Won a favorable licensing board decision at an evidentiary hearing for a registered nurse whom law enforcement falsely and publicly accused in the newspaper of distributing a controlled substance and causing the overdose deaths of three individuals.

Successfully defended a high-ranking military trauma surgeon against administrative charges of unprofessional conduct in the practice of medicine, willfully making a false representation on a licensure application, fraudulently or deceptively obtaining a professional license, and failure to submit to a criminal history records check.

Defended and maintained professional licensure for three registered nurses who admittedly took part in a $72 million Medicaid fraud scheme.

Obtained professional licensure by endorsement for an individual found guilty of involuntary manslaughter.

Overturned the summary suspensions of licenses held by a massage therapist and a physical therapy assistant, both of whom had been arrested and charged with rape and sexual assault.

Assisted an individual convicted of second degree murder in obtaining licensure as a professional counselor.

Vigorously defended a physical therapist who allegedly had an inappropriate relationship with a patient.

Successfully challenged a licensing board’s allegation that a professional counselor was involved in a motor vehicle accident because she mentally dissociated while driving.
